Several of the Valley's fast-growing communities are ratcheting up the fees that developers pay to municipalities to create parks, libraries and police and fire stations. Among some of the highest fees are those in parts of north Phoenix, where they are increasing to $26,000 for each new rooftop. Municipal planners in Phoenix and other cities, including Surprise, Mesa and Goodyear, are gearing up to charge more to cover the increases in costs they have to pay to deliver city services to their newest residents. .
Edgar Belveal remained in critical condition at Via Christi Regional Medical Center, St. Francis Campus, Thursday, a day after he was burned and suffered smoke inhalation from a fire in his North Tobacco Road home. "There really hasn't been much of a change," his youngest son, Ed, said Thursday afternoon from the hospital. "He's just up and down." Doctors continue to treat Belveal for his injuries, including burns and smoke inhalation, but his chances of survival are not great, his son said. Family members and friends have been able to visit, but communicating with the 76-year-old elevates his blood pressure and his heart rate. "It's actually creating problems," Ed Belveal said. A fight over which state agency should regulate modular homes -- considered by many the quickest way to replace the thousands of hurricane-destroyed homes -- has been temporarily resolved with an attorney general's opinion placing regulatory authority with the state contractors licensing board. The argument pits the Louisiana State Contractors Licensing Board against the Louisiana Manufacturing Housing Commission. Modular homes are factory-built structures that are delivered to a lot in components and assembled into a permanent home either on a slab or a raised foundation. Manufactured homes are built on metal chassis with wheels and hauled to the home site in one piece. They are also called mobile homes or trailer homes. While the wheels can be removed and the chassis mounted or tied to a foundation, the law still considers the structure moveable.
SHALERSVILLE A township family was forced to relocate Saturday following an early morning fire at their Infirmary Road residence. According to the Mantua-Shalersville Fire Department, a call was received at 8:15 a.m. Saturday for a report of a fully involved structure fire at 9329 Infirmary Road, Lot D8. Upon arrival, fire crews found a single wide trailer engulfed in flames. All of the occupants of the home had already evacuated the building safely, according to fire crews. The Mantua-Shalersville Fire Department was assisted in extinguishing the blaze by an engine and manpower from the Streetsboro Fire Department. The Garrettsville-Freedom-Nelson Joint Fire District also had been called but were canceled while en route to the scene. Seven firefighters remained on the scene until it was cleared 10:45 a.m.
State police arrested a general contractor from Yonkers as the 10th suspect in a year-long investigation into workers compensation fraud. Stephen Sklany, 47, of Stratton Street was charged with second-degree criminal possession of a forged instrument, a felony, and a violation of worker's compensation law, according to New York State Police Investigator John Vescio. Sklany, the owner of Premium Quality Contracting, allegedly filed forged documents to another contractor he did work for on a construction project in Peekskill, which was uncovered during an audit of that firm's record's by state officials. CONSTRUCTION firm Leighton Holdings Ltd is taking a wait-and-see approach to any possible bid for infrastructure and engineering group Downer EDI Ltd. "The company (Downer EDI) is very fortunate to have a large balance sheet and surplus cash and we’re always looking at opportunities," Leighton’s chief executive Wal King said. "We do have a small shareholding in that company and we’ll see how events unfold in the future." Mr King added that many of the opportunities currently available are "highly priced". "We continue to say that unless the opportunities make strategic and commercial sense we’re not interested in pursuing it for some obscure reason," he said. After intense market speculation leading to a sharp rise in its shareprice, Downer EDI this week issued a statement to the market saying it had received no takeover approaches.
AMERICAN CANYON - For the time being, seniors-only mobile home parks will stay that way. The City Council approved a 45-day moratorium Thursday, that replaces an earlier ban that was allowed to expire last month. It is designed to give city officials time to decide if a permanent ordinance is needed to preserve available senior housing. "The city needs to study this further so it can address both the interest of families of all ages and seniors within the city," City Attorney William Ross said. The council enacted the first temporary ban on July 25, after Napa Olympia Mobilodge owner Ken Waterhouse of Roseville announced plans to convert the facility to a family mobile home park. Napa Olympia Mobilodge is one of two mobile home parks for seniors in American Canyon.
