MIDDAY BUSINESS REPORT: KC ethanol firm announces third plant

Kansas City-based Alternative Energy Sources Inc. said today it plans to construct a third ethanol plant, though it continues to seek construction financing for all of the facilities.

Alternative Energy said it has taken an option on 100 acres at a business park in Greenville, Ill., which is 45 miles east of St. Louis.

The site is served by the Illinois Western Railroad on tracks adjacent to the acreage. It also has easy access to the interstate highway system.

Alternative Energy's announcement said construction on this third plant would begin within the next year, with the plant in operation in late 2008. Like two others the company announced, the Greenville plant would produce about 110 million gallons of ethanol a year.

This is the third site on which Alternative Energy has acquired an option with plans to build an ethanol plant.

Economic council draws up new rules for Isolated Islands ...

To prevent improper uses of the special fund for construction in Taiwan's outlying islands, the Council for Economic Planning and Development released Oct. 12 a set of rules by which central government subsidies for the islands would be used more effectively to sustain their unique ecological and cultural characteristics.

The principles imposed clear restrictions on use of the Isolated Islands Construction Fund for general public infrastructure, which should, instead, make use of local governments' budget allocations for public affairs. Furthermore, continued construction on already over-developed islands would be halted and strategies for environmental protection that are appropriate to local conditions would be provided.

Including the Penghu, Kinmen, and Matsu island groups and Green Island, Orchid Island and Siaoliouchiou Island, these "isolated islands" are the more populous of Taiwan's many outlying islands.

County passes emergency ordinance; Ordinance restricts where sex ...

Following a morning of emotional and pointed questions by residents of Dixie Ranch Acres the Okeechobee County Board of County Commissioners passed an emergency ordinance by a 4-1 vote in their afternoon session dealing with residency requirements for sexual offenders in the county. Commissioner Ray Domer was the lone dissenting vote.

The emergency ordinance states "it is unlawful for any sexual offender to reside in the same dwelling unit or within separate dwelling units on a single lot or within the same duplex or multi-family dwelling with another sexual offender."

Exceptions are made for married sexual offenders and those residing in some type of rehabilitation facility.

Violations would invoke a fine of not more than $500 or up to 60 days jail, or both.

Battles continue as soldiers returning from war suffer from post ...

SAN JOSE, Calif. -- The rat-a-tat-tat was so familiar. Stephen Edwards dropped to one knee and took cover behind a door. "BRAVO TEAM," he yelled to his 10-year-old daughter, Lauren, and her perplexed friends. "On my six, 300 meters, MOVE!"

Lauren? he wondered. What the hell was his little girl doing in a war zone?

Then he realized. This wasn't his California National Guard unit. This wasn't a battlefield north of Baghdad. This was Booksin Elementary School in San Jose, Calif., and the rat-a-tat-tat was a construction crew's nail gun. This was another flashback.

This was PTSD, post-traumatic stress disorder. The psychiatric condition that so many Vietnam veterans brought home is now haunting another generation of returning soldiers.

"My friends were all like, 'What's wrong with your Dad?' " Lauren said.

House showdown: Court case draws national attention

Since March 2005, when Gainesville ordered the Building Systems Network chief executive officer to remove a partially-finished modular house in Waters Edge subdivision, Smereczynsky has sued in Hall County and federal court, rallied interest from the modular construction industry nationwide, and regularly pleaded his case to area media.

"I've chosen to continue the fight," Smereczynsky said last week. "... I'm in the deal to the end."

The deal has reached a new boiling point.

The city, feeding off a state Court of Appeals denial of Building System's appeal, on Sept. 12 gave the Gainesville company 30 days to remove the home on Waters Edge Drive. Smereczynsky is seeking a court stay.

An attorney representing the city's insurance company has also filed to dismiss constitutional claims in Smereczynsky's second lawsuit.
