Southern Hall County is closer to getting its long-awaited library after the county settled Monday on a construction manager for the project.

Scroggs & Grizzel Contracting Inc. submitted the low bid for construction of the $6 million project, County Administrator Jim Shuler told Hall County commissioners at their work session Monday.

Project management fees and other contracting fees will cost about $300,000, including a 3.75 percent construction management fee.

The board could vote on the matter at its meeting Thursday.

Earlier this year, the county purchased 5 acres on Spout Springs Road in Flowery Branch from the developers of Sterling on the Lake, Hall County Commission Chairman Tom Oliver said.

The cost was about $100,000 per acre.

Crews could start work later this year on the site, which fronts Spout Springs and will be accessed by Lake Sterling Boulevard, the main entrance to the sprawling, upscale subdivision.

Mooresville using portable classrooms

North Madison Elementary School in Mooresville has seen significant growth in students over the last several years so much so, in fact, that the school is now using portable classrooms to accommodate the overflow.

The portable classrooms, which sit just outside of the elementary school, were installed several years ago because of projected growth in the area, but had not been used until this year, Mooresville Consolidated School Corporation superintendent Curt Freeman said.

We knew that potentially wed be using them some day, he said.

The classrooms are like a modular home and are transported on a semi-truck to the school in two halves. They are placed on a laid foundation near the school but are not attached to the building, Freeman said.

They look like little houses, sitting out behind the school, he said.

Facebook talks ‘The Real Deal’ in exclusive interview

Facebook had the closing keynote honors at Advertising Week in New York City recently and Chief Revenue Officer, Mike Murphy, evangelized the power of social media to impact 18-24 year old "net natives" living in an "always on broadband environment" and the unique opportunity for Facebook to foster "active sharing" online.

Murphy showcased how brand marketers are leveraging the Facebook community to actively share their messages with Facebookers.

I spoke with Melanie Deitch, Director of Marketing, yesterday by phone to discuss recent changes at Facebook and its advertising initiatives. Below are my "Real Deal" questions" and Deitch's responses in italics (responses may be slightly paraphrased).

1) The Facebook tag line is that it is "a social utility that helps people better understand the world around them." Facebookers’ reactions to Mini-Feeds and News Feeds included starting online petitions to express concern over the changes to Facebook.

Leases Awarded in Largest Hawaiian Homes Project in History

HONOLULU, HAWAII—The Department of Hawaiian Home Lands (DHHL) awarded 350 Undivided Interest Leases today in the largest residential development in the department's history – the 403-unit East Kapolei I project.

Located at the end of Kapolei Parkway, the project follows what was then DHHL's largest development, the 326-unit Kaupe‘a subdivision less than a quarter mile away. East Kapolei I is considered the catalyst for the development of the region.

The project required the installation of major infrastructure and that infrastructure is designed to also provide service to DHHL's East Kapolei II subdivision, the University of Hawai‘i's West O‘ahu Campus, and D.R. Horton-Schuler Homes' Ho‘opili subdivision.

“For all intents and purposes, East Kapolei I allowed us to realize the development of the ahupua‘a," said Micah A.

Angola: Portuguese Firms Achieved Objectives At Construction Fair

The presence of Portuguese companies at the fourth edition of the Civil Construction, Public Works and Security Fair, ConstroiAngola, achieved the objectives that were set, said last Sunday a top official of the Portuguese Industrial Association (AIP), Sandra Fragoso.

In an interview to ANGOP, at the last day of Constri Angola fair that was opened Wednesday here, she said that he was satisfied, considering the contacts made by the Portuguese companies.

Mobile-home park to make upgrade, pay fine

A Caroline County trailer park has agreed to correct problems with its wastewater treatment plant and to pay a $7,000 state fine.

Minarchi Mobile Home Park in Woodford recently signed a consent order with the Virginia Department of Environmental Quality.

According to DEQ, the company was cited for a number of violations between December 2005, when its permit expired, and June of this year.

Minarchi received a warning letter and nine notices of violation for: failure to provide financial assurance as an operator; late submittal of a discharge monitoring report; failure to reapply for a new permit; failure to provide information on analysis, certification and maintenance logs and temperature-monitoring data; incomplete submittal of an application for a new permit; and discharge of effluent into state waters without a permit.

ePay serves as go-between with contractors, customers

Like most homeowners, Alan Farber had no expertise with remodeling when he hired a contractor to redo his kitchen. Everything seemed to go wrong, from the quality of the granite to the timetable to estimated costs.

"Turned out it was below average, but I'd already paid him," Farber said. "I ended up having another guy come in and fix it and wasn't really happy with that either." .
