'Bubble curtain' to help save lives of fish near Lyons bridge ...

HUTCHINSON ISLAND — State transportation officials have created a novel way to keep grouper, snapper and other fish away from the Ernest Lyons Bridge during peak construction times.

In an effort to avoid the massive fish kill that resulted from underwater explosions used to break up old sections of the Jensen Beach Causeway, workers will use a "bubble curtain" surrounding the area where the latest blasts are scheduled to occur.

Facebook talks ‘The Real Deal’ in exclusive interview

Facebook had the closing keynote honors at Advertising Week in New York City recently and Chief Revenue Officer, Mike Murphy, evangelized the power of social media to impact 18-24 year old "net natives" living in an "always on broadband environment" and the unique opportunity for Facebook to foster "active sharing" online.

Murphy showcased how brand marketers are leveraging the Facebook community to actively share their messages with Facebookers.

I spoke with Melanie Deitch, Director of Marketing, yesterday by phone to discuss recent changes at Facebook and its advertising initiatives. Below are my "Real Deal" questions" and Deitch's responses in italics (responses may be slightly paraphrased).

1) The Facebook tag line is that it is "a social utility that helps people better understand the world around them." Facebookers’ reactions to Mini-Feeds and News Feeds included starting online petitions to express concern over the changes to Facebook.

US Slump May Chill Asia's Hot Exporters, China: John M. Berry

Economist Andrew Tilton of Goldman Sachs Group Inc. in New York has estimated some of the international effects of a U.S. slowdown.

In a study sent to clients Oct. 6, Tilton said Japan and the euro area would probably be little affected by a decline in U.S. growth to an annual rate of 2 percent to 2.5 percent in the second half of this year, and continuing through 2007.

Key Factors

Crucial in both cases is the large size of the economies and ``a relatively low share of exports directed to the United States,'' Tilton said.

``China has a relatively tougher challenge,'' he said. ``It is heavily reliant on exports to the United States as a driver of growth. But China is a relatively big economy, and the mix of exports to the United States is more focused on nondurable consumption goods and capital goods, which appear less at risk in the current slowdown.''

Those categories of goods are less at risk, he explained, because so far the decline in U.S.

Economic council draws up new rules for Isolated Islands ...

To prevent improper uses of the special fund for construction in Taiwan's outlying islands, the Council for Economic Planning and Development released Oct. 12 a set of rules by which central government subsidies for the islands would be used more effectively to sustain their unique ecological and cultural characteristics.

The principles imposed clear restrictions on use of the Isolated Islands Construction Fund for general public infrastructure, which should, instead, make use of local governments' budget allocations for public affairs. Furthermore, continued construction on already over-developed islands would be halted and strategies for environmental protection that are appropriate to local conditions would be provided.

Including the Penghu, Kinmen, and Matsu island groups and Green Island, Orchid Island and Siaoliouchiou Island, these "isolated islands" are the more populous of Taiwan's many outlying islands.

Army punts on Iraq contractor census

An Army effort to count the number of contractors working or living in Iraq has foundered, and a spokesman acknowledged that the census, when complete, will not meet the standards set out when it was requested.

The Office of Management and Budget in May forwarded agencies a call for data from the Army Central Command and the international forces in Iraq. It asked that they collect survey information on contractor personnel based in Iraq, including data on the camp or base at which contractors are located; the company and agreement under which work is performed; services such as mail, emergency medical care or meals obtained from the military; and whether the contractors carry weapons.

The initial data request gave a June 1 deadline. But since then, the Pentagon has repeatedly said the data was not yet available, and on Friday, an Army spokesman acknowledged that the information is not likely to be reported as originally requested.

Expert says oil boon imminent

LAFAYETTE — High oil prices and the recent discovery of an untapped petroleum reserve in the Gulf of Mexico will be a boon for Lafayette, a noted economist told business leaders Thursday.

The annual job growth rate in the Lafayette metropolitan area for 2007 and 2008 is forecast at 2.5 percent, economist Loren Scott told a luncheon crowd at the Independent Weekly’s IndExpo business conference.

"That would make you the fastest-growing metropolitan area in the state," he said.

Scott, a professor emeritus of economics at LSU and former department chairman at the university in Baton Rouge, is one of the authors of a recent post-hurricane economic forecast for the state.

He pegged Lafayette’s strong outlook on the discovery this year of a massive deepwater petroleum pool in the Gulf of Mexico that he expects to fuel brisk activity in the oil-and-gas service sector.
