News in brief from central Pennsylvania

WILLIAMSPORT, Pa. - State officials and state police unveiled a sign saying traffic fines will be doubled in a seven-mile section of Route 220 that has been the scene of a dozen fatalities in recent years.

Sandra Tosca, district executive for the Pennsylvania Department of Transportation, said Wednesday that enforcement in the stretch from Williamsport to Jersey Shore will focus on speeding, aggressive driving and tailgating.

"While the number of crashes here is high, the fatalities are sporadic, and a lot of them are caused by people who perceive they can drive 80 mph or more," Tosca said.

Police responded to 142 crashes in the section of highway between 2001 and 2005, according to PennDOT statistics. Police counted five fatalities in 2004, one in 2005 and six so far this year, said Trooper Mike Knight, a state police spokesman.

Gov. approves modular home tax cut

Mississippians can begin saving on modular house purchases today after Gov. Haley Barbour signed a 4 percent sales tax cut into law.

The tax break is perhaps the quickest legislation to be enacted in the state's history.

In less than two hours, both the House and Senate agreed on Senate Bill 2001 that trims sales tax on modular houses from 7 percent to 3 percent, hoping to boost reconstruction in south Mississippi.

Legislative staff sent the paperwork to the governor's office today, and Barbour signed the bill shortly after 4 p.m.

Modular houses are built in a factory and assembled on the buyer's lot. The homes are viewed as a fast way to rebuild the hurricane-ravaged Mississippi Gulf Coast.

Modular house can be built in a month, compared to the year-long wait for site-built houses on the coast.

Race features contrast in style

One Lexington County Council candidate wears comfy Dr. Scholl's shoes as he putt-putts around the sprawling district in a golf cart, while the savvy incumbent quietly targets voters with a strategic game plan.

With both candidates playing to conservative voters in largely rural District 2, style is where incumbent Billy Derrick and challenger R.L. "B. Jay" Julius differ most.

This is the only contested race for Lexington County Council on the Nov. 7 ballot. Incumbent Todd Cullum of Cayce had no opposition, and Irmo's John Carrigg defeated his opponent in the June GOP primary.

Democrat Derrick, 54, is seeking a third term and has a six-generation claim on this western region of the county.

Julius, 63, was born in Pennsylvania and moved to South Carolina in 1964 after being discharged from the Army.
