A top lawmaker says he wants a guarantee from Gov. Haley Barbour that consumers, rather than contractors, will benefit from the governor's proposed tax cut on modular housing - the sole issue in a special legislative session that starts Thursday. "Usually, the homeowner does not pay the tax directly," House Speaker Billy McCoy, D-Rienzi, said in a written statement Wednesday. "Instead, it is paid by the contractor when he buys the modular home and simply becomes a part of the cost of construction. The homeowner never sees it." Barbour says decreasing the tax rate on modular homes could help speed up rebuilding in south Mississippi, where thousands of people are still waiting to rebuild their homes more than 13 months after Hurricane Katrina. The governor's spokesman, Pete Smith, said lowering the tax rate would benefit home buyers.

ORANGE COUNTY, Fla. -- Channel 9's cameras were rolling Thursday while the Health Department discovered dozens of violations while inspecting just one mobile home park. The park, located near Orange Blossom Trail and Kaley, is one of 144 mobile home parks in Orange County that the Health Department regularly inspects. Thursday, a random check has the attention of several Orange County agencies. Eyewitness News' tour of The Palms was a real eye opener. Health inspectors said that no one should have to live surrounded by garbage, human waste, and rodents. It costs $125 a week for a roof over your head. It's not ideal, but for residents of The Palms trailer park, there's no other option. "When it rains, we got water coming through our air conditioner," said resident Ashley Mitchell.

An observant neighbor woke the head of household shortly after the fire started at around 10:30 PM Saturday night. The two adults and three children evacuated, but one of the younger residents fell when descending stairs, and she's now in Emanuel Hospital, and is receiving treatment for smoke inhalation. One family dog was lost in the blaze. A flare-up sent the Sheridan Fire Department back to the scene around 3:00 AM Sunday morning, and the house is completely destroyed. The Oregon Trail Chapter of the American Red Cross met with the head of family where he and the rest of the family are staying, and provided funds via debit card to replace clothing and food when the clients are ready.

To prevent improper uses of the special fund for construction in Taiwan's outlying islands, the Council for Economic Planning and Development released Oct. 12 a set of rules by which central government subsidies for the islands would be used more effectively to sustain their unique ecological and cultural characteristics. The principles imposed clear restrictions on use of the Isolated Islands Construction Fund for general public infrastructure, which should, instead, make use of local governments' budget allocations for public affairs. Furthermore, continued construction on already over-developed islands would be halted and strategies for environmental protection that are appropriate to local conditions would be provided. Including the Penghu, Kinmen, and Matsu island groups and Green Island, Orchid Island and Siaoliouchiou Island, these "isolated islands" are the more populous of Taiwan's many outlying islands.
